The footprint to bolt an engine down is quite small so you don't need a huge amount of steel. On mine I sliced a piece of channel from some 100mm box section. If you're collecting your steel ask if you can sort through their offcuts for useful looking pieces rather than ordering a short piece of something, usually by estimating the weight and cash for the tea kitty ! Bigger yards will only sell by the length, usually 20ft. Good luck !

You should be able to get the key dimensions from this drawing.

The engine mounting plate can also be the basis for adjusting the chain tension as the chain stretches with use. Getting at the engine fixing bolts is very difficult when the engine is in the cart so fix the engine to the plate and make the plate moveable.
