At 1/6 engine speed I'm not sure if you would have enough rpm to get the centrifugal force on the clutch drum. lighter springs should help but i don't think it will be enough.

Done some more research and tend to agree there Jim, I see some 2:1 reducers have a wet clutch built in, might be a better bet.
